It has changed and can continue to be changed. Fluid might be a better word. There have been 27 amendments to the constitution so far, ten of which were proposed and ratified almost immediately after the country was established. It is also interesting that the 21st amendment repealed the 18th amendment. Essentially, because of this aspect of the United States’ constitution and our varied history, there is a constant flux in what is considered “American.”
